I am sorry to hear you are having trouble with your appliance.
I understand how frustrating that can be.
If the base of dishwasher is dry then this indicates an issue with the heating element located inside the appliance that is faulty and will need replacement.
You will have to contact the manufacturer and get it replaced.
Have you cleaned the drain, water inlet etc ?
You will have to unplug the appliance and pull it out, then take help from someone and tip it backwards by around 45 degrees so excess water drains off completely.
After you have done this, check the drain hose where it connects to house drain and make sure it is not clogged.
Then please clean the mesh filter from inside and make sure it is not blocked.
Then clean the water inlet valve and hose.
Now, reconnect everything and plug it back; select any program.
It should work however, if the problem occurs again you will have to check the inlet valve and replace it.
Also check water supply hose is not kinked or trapped.

OK and what about the thermostat ?
Can you test it with a multi-meter before replacement ?
If it reads open circuit then replace it.
