This indicates the capacitor located next to the motor is faulty and will need replacement.
As the drum rotates when you roll it and will complete the program for around 98% of times the motor seems to be working fine.
You will have to replace the capacitor or get it replaced by Hoover.
OK, if you want you can unplug it and remove the top off the appliance.
Then check if belt is intact however, if the belt was broken the drum will not rotate at all.
