If you have already cleaned the dispenser and the fabric conditioner is not being taken, then I am afraid, the hose that connects dispenser to drum may be clogged or water pressure is too low.
I understand, you may unplug it and clean the drawer, then plug it back and select an empty program on its hottest setting and after that is complete, clean the detergent drawer again, this should solve the issue.
