My male budgie I bleeding from his vent . He keeps scratching it and clean it with beak. He was fine this morning
JA: I'll do all I can to help. How badly is the budgie bleeding?
Customer: Around the vent area I can see the blood around and on his beak as well
JA: And what's the budgie's name and age?
Customer: Miki he is 2 and half approximately
JA: Is there anything else the Vet should know about Miki?

I see blood staining of feathers but I can't visualize the vent.  You'll need help restraining Miki to get a good close-up of his vent.

You're describing cloacal (vent) prolapse which is surgical problem.
