Nuts come off ok but wheel is solid
Hello

OK the wheel must be corroded to the hub, this isn't uncommon

if it won't shift with some blows to the rim with a rubber mallet then I'd suggest replace the nuts but do not torque them up and take the car for a short (*****) and brake sharply

if the wheel loosens off you'll hear a ' clonk' as the wheel shifts
