emission light comes on but not all the time .when lost power

Has the turbo itself and the turbo feed lines been checked?

checked all rubber pipes

Ok since you have eliminated the pipes and the boost valve this brings us to the turbo itself. From what you are describing this sounds like the turbo is internally failing and loosing pressure. The turbo will likely need to be replaced.
