I have a fiat punto 07 reg it starts first time every time but when it is iced over it takes a while to get it started.

1st replace the spark plugs if any of them fail this checklist:

if these are OK then it could be incorrect fuelling due to a faulty water temp sensor. - so unplug the sensor and clean the contacts on both sides with some switch / electrical cleaner (not WD40) and inspect the wiring for any signs of damage to the insulation especially where it runs over other components and through the bulkhead- if this doesn't help consider replacing the sensor as they're not expensive

hi matt I did everything you said changed plugs . changed sensor. but it didn't make any difference still having same problem.

OK in that case I'd suggest replacing the coil / spark plug leads

you don't say what engine size your's is but must Puntos have this arrangement

and over time the leads can degrade and need replacement
