as you've had the instrument pack tested then yes I'd agree its now pointing at the under dash wiring loom
sorry to say that the next step will be to disconnect the body control module and the ECU from their sockets and with the aid of a wiring diagram then pin to pin continuity test between the instrument panel sockets and the modules
anything more than 2-3 ohms will mean that there's a wiring issue
