I have received an email supposedly from google saying someone is using my email address in Russia & I need to go through a security procedure or my account will be shut down within 24 hours. How do I know if this is a genuine email?

You can be certain that this is a scam. Google will never send you such an email.
It is a spammer/hacker trying to obtain your login information. If you follow the instructions on the email, you will lose your account and/or your contacts will be sent spam.
In short, the best thing to do is to delete that email.
