You will have to reset the tablet, it will delete all data and return the tablet to new, but there is no way to avoid this.
To do the reset, power off the Tablet
Then hold the volume UP and power button until it starts into a recovery menu.
Choose Wipe Date / Factory Restore.
Let this complete and it will then reload the firmware on the Tablet, removing the pin code and returning it to new so you can set it up again and use it.

ok, then it looks like the memory on the Tablet is faulting.
Turn the Tablet off
Then hold power and volume down
Does this get you into Download mode on the tablet Janice?

power keeps going off full battery so it doing nothing

It is the internal memory that has faulted. It is likely you're entering the correct pin but as it cannot communicate with the memory, it is not able to unlock.
A corrupted firmware can cause this. But we have ruled this out by trying to reinstall it. The fact that we cannot get to the recovery window, confirms it is the memory that shorts out, and causes the device to stall.
I am really sorry about this and you are going to have to return the tablet to have it replaced. It will be covered by the warranty if this has not expired, and the replacement will be done at no cost to you.
