My toshiba Satellite C855 refuses to boot or reboot. A message saying "diagnosing your PC" appears with the dots circling but that's all, it won't progress from there. How can this be fixed?

what version of windows is installed on the Machine

Everything has been emailed and is backed up
Now restart the computer by pressing the power button -
IMMEDIATELY start tapping the F12 key on the keyboard until the "Boot Menu" screen appears.
Using the arrow keys, select and press "Enter".
On the next screen you are asked to confirm if you want to contiue with recovery. Select "Yes".
The computer will bring you to the Advanced startup screen.
Select Troubleshoot. Under Troubleshoot you will see “Refresh” and “Reset”.
Select “Advanced options.” Located here is "System Restore."

I have got to step two but then there is no screen which asked me if I wish to continue as you have suggested in step three. In other words I cannot get to the advanced start up screen
what happens when you tap the F12 key on the keyboard

As you describe above the screen changes but the screen that comes up,is entitled InsydeH20 Setup Utility.
Across the top bar the options are Main, Security, Power Management, Advanced, Boot and Exit. At the bottom is F1 = help F5/F6 is Change Values F9 is Setup Defaults and F10 is Save and Exit

You need Recovery media ether a CD or USB key.
To Re-install windows as you cannot acsess your recovery partition.

I have other computers. Can I download this onto a USB from the web and then plug the USB into the toshiba computer. If so can you please specify a link for me to use, I will download it and the we can continue.
Afraid thats not allowed ,

You need a DVD to copy to a USB

If you dont have any media

you may need a local tech who will have a disk to do the re-install
