Can you do the following please.
Click start, type in %appdata% and press enter
Click on AppData at the top
Double click Local
Double click Google and delete the folder Chrome
Then close
Then click start type in
Press enter
Delete all files and folders listed. If windows says a file is in use you can skip that file
Once done, try to access Google Settings and clear the history
I can also do these steps for you, and have made a request via Additional Services. This is optional, and if you choose to do this, I can, with your permission, remote into your computer while you watch and do all these steps (and deal with any problems that arise during them) for you. Or if you do not choose to take this service, we can continue here. This is no problem at all. Just let me know please.

yes. I've done all you said and the problem persists exactly as before

Ok..., then download Revouninstaller from my link below
Once installed, run it and use this to uninstall Google Chrome
It is VERY important when you do this to click Advance, and delete ALL Registry Entries and Files. If you don't do this it wont work.
Once done, restart the computer
Then install Google Chrome again and it should now function correctly.
