Please power off the computer by pressing the power button for 6 to 10 seconds then wait 2 seconds and power it back on and hold the F8 key (or press it repeatedly) until you see a black screen with options.In that window move down with the keyboard arrows and select the "Last good known configuration" option then hit Enter.Let me know what happens.
Were you able to get into the boot menu with options by pressing F8?

Do you see an option that says Last good known configuration?
Press the down arrow key on the keyboard until you highlight Last known good configuration and then hit Enter and tell me what happens
Right, use the down arrow key on your keyboard to select last known good configuration
Ok, press Ctrl+Alt+Del or restart the computer and try it again, as soon as you see that window press the down arrow key to select last known good configuration
Do you have an external keyboard you can plug in?
If you press NumLock or CapsLock does the little light on the keyboard go on/off ?
So the arrow keys do nothing but if you press Enter it goes to the highlighted option?
Is there any chance you can try another keyboard?
If you plug the external keyboard onto the laptop can you test if the arrow keys work
Just so we make sure the keyboard works properly
Does the keyboard work on the laptop?
More specifically the arrow keys (you can test them on a website)
Plug it back into the Desktop and give it another go
Let me know if the same thing happens.
If so, you will need to try another keyboard and if it still won't work you will need a Windows XP installation disc to repair the installation.

Ok that might be a driver related problem depending on the keyboard you're using - you may need to use a PS2 keyboard for it to work properly before the computer boots into Windows

Can you go back there and select Safe Mode instead
What's the last option you see on the bottom?
Try Safe mode with command prompt
The alternative is to get a Windows XP installation disc and run the repair option
Seems like it's your only option at this point
None of those options will work as the system is corrupted - you will need a boot disc
Windows XP is no longer supported so it may be a little difficult to get one, I will look online for you
