I can't receive calls,apparently callers are told my phone

I can't receive calls,apparently callers are told my phone is dead. I can make some calls and make and receive text messages.
JA: When did you last charge your phone?
Customer: Today
JA: Have you tried a force reboot (pressing and holding the Power button)?
Customer: No I'll try that now. I did turn off phone, and turn on again
JA: Anything else you want the Smartphone Expert to know before I connect you?
Customer: I tried that and it put me in safe mode and now I can't make calls either

I'm now in safe mode and can't make or receive calls and I must have WhatsApp restored

Pull down from the top of the phone's screen to access Quick Settings or go to Settings > Network & internet > Airplane mode. Make sure airplane mode is disabled. Check that mobile data is enabled. To check, go to your phone's Quick Settings or Settings > Network & internet > Mobile Network.

Check if your sim is fault, you can check if your SIM is faulty by inserting it in another mobile phone. Check for a bad app issue. One of the common reasons for calling issues on many Android phones is a bad third party app. Try to run your Galaxy S10 to safe mode and see if calls work. If your device can make calls normally on safe mode only, that means that you have a third party app problem. These are the steps to boot to safe mode:

  1. Turn the device off.
  2. Press and hold the Power key past the model name screen.
  3. When “SAMSUNG” appears on the screen, release the Power key.
  4. Immediately after releasing the Power key, press and hold the Volume down key.
  5. Continue to hold the Volume down key until the device finishes restarting.
  6. Safe mode will display in the bottom left corner of the screen.
