Please try the troubleshooting method below.1 Disconnect all connected devices and power cable from your PC (Battery also if possible).2 Press and hold the power button for 60 seconds3 Plug the power Cable back and try to turn onIf fails repeat these steps 2 more timeand tell me what happens.
According to your description, your laptop is not POSTing.(Power on self-test).It is usually the result of a failure in one of the 3 major components of the laptop.Processor, RAM modules or Motherboard.Most likely RAM modules.
But it can also be the motherboard, to know for sure we have to put a working RAM module in it and see if it is coming on.
I recommend taking it to a professional hardware technician. Because they will have spare RAM modules to test with.
I hope it will be the RAM modules because it will be easy and cheap to change them.

No. If it was with the battery, the laptop will start with the charger plugged in.
To make sure, you can try removing the battery, plug in the charger and try to turn on.
