Trying to reset my iPhone 6s Plus to factory settings but no

Trying to reset my iPhone 6s Plus to factory settings but no joy.
JA: What kind of Apple device do you have? What Operating System (OS) are you running?
Customer: iphone 6s plus iOS 13
JA: How long has this been going on with your Apple device? What have you tried so far?
Customer: tried going through settings menu. Have connected it to pc but no joy either
JA: Anything else you want the Mac Expert to know before I connect you?
Customer: Have connected it to WiFi. For some reason it is not showing in my list of connected devices

  1. Click on “Settings” and then on “General.”

  2. Scroll to the bottom of the General tab and click “Reset.”

  3. Tap “Erase all Content and Settings.”

  4. Enter your passcode (if you have set one) and confirm your reset by tapping “Erase iPhone.”

Tapped erase all content and settings, it is now greyed out and wheel going round but that is all that is happening

Still greyed out and not doing anything

On that page you just need to click on the "I Agree" green button at the bottom, a file will be downloaded to your "Downloads" folder, you just need to open it.
