Okay, how about try to follow this trick below.

  1. Open your outlook app
  2. then press ALT + CTRL + DEL and select "Start the Task Manager."
  3. Under the Processes tab, select OUTLOOK.exe and select end the process.
  4. Now, try to start again outlook and check if that works.

I am sorry to hear that from you, but have you also tried to uninstall the outlook app from your phone and reinstall it once again? If you are using an android phone you can reinstall it from your play store.

I used your link and i do all they want and they submit and they send me email they and say after 24 hours they will another email to reset my password,but this email is first time is many times i do like this and still they never send me email say rest your password
