If you login directly at hotmail.com does the account work correctly?
Now on the mail application, remove the account and then add it back to fix this issue.
What is your storage quota limit?
Does it matter what type of email they have?
I didn't know if it was another Hotmail account or Gmail they were sending from.
Ok, have you whitelisted those email addresses to allow them to go through?
That is very strange.
Have you checked your block sender list to see if those emails are there?
Try going here to make sure your Outlook account is synced https://support.microsoft.com/en-us/office/fix-outlook-com-email-sync-issues-d39e3341-8d79-4bf1-b3c7-ded602233642?ocmsassetid=d39e3341-8d79-4bf1-b3c7-ded602233642&ui=en-us&rs=en-us&ad=us
Did you see the steps and try them?
Ok, can you ask someone with that email to send you a test email?
Do they get an error on their side?
Can you provide the detailed error?

Seems like a firewall or the ISP is blocking them.
You can try and connected to a VPN and then ask them to try.
I use NordVPN.
If your ISP is blocking emails then that would get around it.
Yes, there is a service.
Does he have the same email service provider?
Ok, I thought it would be worth a try.
Everything is up on their end.
We have exhausted the other steps. Ask them to email you at another email address you might have.
Sorry, about that.
Thank you for reaching out and letting me help with your question. I wish you luck with your solution. Have a good day and stay safe!
