"and if the next form only gives you the option of phone number then click "try another way" and it will display the option of alternative email if you have it associated with your account, if not then it will show you a form where it will ask you to answer certain questions that if you answer correctly you can restore access to your Gmail account.

Dear user, I am sorry for the delay, if the system does not ask you any other type of questions it is because when you created your Gmail account you did not register a secret questions and answers.
Unfortunately your only options available to restore access to your account are through the phone number or alternative email associated with your Gmail account.
You could contact your digital phone provider and request that they reinstate the phone number you previously had when you registered your Gmail account so that you can recover your account through that means.
