I have whitish marks under the surface of my skin predominately

I have whitish marks under the surface of my skin predominately noticeable on my arms and legs. They look like scars to some extent or white freckles but are not raised or sore just unsightly especially when I get a bit of a tan as my skin looks blotchy.

Could it be a fungal infection in my skin or just pigmentation changes as I have got older?
Any advice is appreciated?
