Biore is ok, but not the most effective over the counter treatment
You should try acnecide 5% gel and wash which would make a difference to your skin
I'll advise you should try that first for at least 6 weeks
If no improvement, then you'll need prescription medication from the GP
Mederma cream does not work for everyone and would take a long time, at least 3 mths
Hydroquinone is almost like bleaching cream, but has been banned in UK
I'll say acnecide 5% to kill all the spots first, then azelaic acid gel or chemical peels or microdermabrasion to clear the skin
Acnecide can be bought from superdrug or boots

I've already advised you can use chemical peels or microdermabrasion
alternatively, mederma as suggested or skin success fade cream is good for hyperpigmentation

I said earlier do the acnecide treatment to kill all the spots
then after that you can choose between any of those, as they all help for hyperpigmentation. Comes down to personal preference. If you want me to pick for you, then try fade cream first as cheapest option but takes longer.
