This is likely eczema patches.
Topical steroid ointment ---Hydrocortisone ointment twice daily 2 weeks should be ok.
Prescription steroid may be needed if not much improvement with Hydrocortisone
White spots can be due to eczema as well from loss of pigmentation.
Another possibility can be a cancerous condition called T cell leukemia affecting the skin.
Can be confirmed by skin biopsy by a dermatologist
Only by skin scrape exam by a dermatologist.
