My border terrier hasn't eaten all day and he won't settle and is pacing the floor. He is also having problems seeing.

I'm sorry to hear of this with your Border Terrier. Aimless pacing and loss of sight suggests an encephalopathy (brain disorder) - either within the skull such as brain tumor or outside the skull such as an hepatoencephalopathy (a poorly functioning liver can intoxicate the brain) or uremic encephalopathy (poorly function kidneys can intoxicate the brain).

Can you tell me, please, how old your dog is and if he has any pre-existing medical conditions? So much will be predicated upon this and any additional information you can give me.
