This is normal behavior for puppies, and they do usually outgrow it.
If this is normal excitement urination, I would not be worried.
There is always a small chance it is a physical problem, such as a bladder infection or an even less common problem such as "ectopic ureters".
Ectopic ureters is a condition where her "plumbing" is not lined up correctly; the tubes from her kidneys ( ureters) do not enter the bladder where they should, and a dog does not have as good control over urination.
But more than likely, this is normal submissive behavior to the other puppy or to you, as she finds her place in her "pack". If the other puppy is very dominant, it would elicit this in the more submissive puppy.
