He walks fairly evenly except the right front paw or leg is slow to come to the ground

Without answers to my questions, I can tell you that a joint supplement with glucosamine and chondroitin are never harmful and can be quite beneficial in dogs with arthritis
Some dogs will improve dramatically with supplements alone.
Aside from that, medications can also be very successful improving their comfort level.
I know you cant say for sure but does it look like arthritis
I definitely think it's possible, but I'm concerned about how dramatic the change has been over the last 2 weeks.
Arthritis is normally much more slowly progressive.
If I go to the vet would an xray highlight the issue?
If your dog has a bone tumor, then it will show on an x-ray. Soft tissue injuries such as a sprain or muscle strain will not be evident on x-ray.
Would you do an x-ray and roughly how much does it cost
Usually I give my clients the choice to do x-ray right away or proceed more conservatively. We can certainly try medication for him first and then move on to x-ray if we do not see any improvement. I work in the US and we charge about $60 for an exam and then $150 for x-rays.

How much does he weigh?
i am not sure but i know he isn't over weight, I usually give him Advocate for dogs weighing between 10kg and 25kg. i have just noticed that i haven't given him a dose since 21st August, do you think this could be contributory factor
No, not likely.
The reason I ask his weight is to calculate a dose of medication for him.

OK, I would like you to give 150mg of acetaminophen every 12 hours.

You can also use warm compresses over the front leg joints for 5 minutes at a time several times daily.
This and regular walks to circulate joint fluid are also helpful.
