As you say he is so lethargic, I would advise a vet visit ASAP. They will examine him and may run some tests such as a blood test and abdominal scan.
His symptoms are vague and could have many potential causes including toxin ingestion, a gut obstruction, pancreatitis etc.
Treatment will depend on what is going on. If dehydration, he may be started on a drip.
