Penny's signs could have several causes including a bacterial infection, corneal ulcer, Dry Eye, foreign body within the eye etc.

A vet visit is best so she can be examined. The eye should be stained for any ulcers, her tear production should be measured to ensure it is adequate and her eye should be thoroughly flushed in case of a foreign body.

Treatment will depend on what is going on and may include e.g antibiotics and anti inflammatories.

At home, protect the eye with a buster collar and continue to bathe it. If her fur is long, trim it right back to help ventilation.
