This could be a possible issue with the software glitch on the device. Press and hold the power button for 20 seconds to restart your Kindle and then allow it about 1 minute to boot up. Connect it to the charger and test the charging rate.

Please do the following. If connected to the charger disconnect for 30 seconds.
Plug it back into the charger and wait 5 minutes.
After 5 minutes while still connected to the charger press and hold the power button for up to 1 minute or until the screen turns on whichever is shorter.
Then do not disconnect the Kindle until 100% charged.
