why can i not connect to internet after htc sync manager

why can i not connect to internet after htc sync manager update i used to be able to connect to internet  on my pc running windows 8.1 before update  but now i can only open sync manager  and does not connect to internet  at all  my  protection  on my pc is Norton 360  The phone is the HTC One  using tethering  to pc  used to work  ok

I'm sorry about the issue.

  1. Swipe in from the right edge of the screen, and then tap Search.
    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.)

  2. Enter Control Panel in the search box, and tap or click Control Panel.

  3. Enter Recovery in the Control Panel search box, and then tap or click Recovery.

  4. Tap or click Open System Restore, and then follow the instructions to restore the computer to the point/date before this issue first occurred, then check.

If needed, go to Control Panel -> Network and Internet -> Internet Options,

, then click on the Connection tab, and make sure all the boxes there are unchecked, then click OK, OK, and check.


Also, go to Control Panel\Network and Internet\Network and Sharing Center

, then make sure there is a connection there

, then click on the connection item, then click on Details..., and check the IP address there.
