I need additional info to troubleshoot the issue.- Can you please get me the model number written on back of TV?- What video devices/ sources (such as cable box DVD player etc) are connected to TV and does the problem occur on all video input sources?- How old is the TV and how long it have had the problem?Thanks.

Thanks for the info.- Does power indicator light on TV turn Off or blink when press power button?- Is the problem happened suddenly or TV had delayed power On problem before and today it just wont power up?

The TV is constantly on standby and it blinks until I pull the plug.
It happened a week ago but it righted itself when I switched off the power for 10 mins.

Thanks for the info, it seems power supply board issue which isn't providing stable volts to main board and inverter board. It needs to check 5V, 12V and 18V output volts with multimeter on power supply board, if volts are not available or unstable then swap the power supply board which will help to resolve the issue.I'm sorry there is no easy or quick fix for this problem and it is definitely hardware failure that needs defective board replacement to resolve the issue. I trust my input will help you out to make decision about this TV repair or invest that money on new replacement TV.
