Ok, please try the following to unlock your Samsung S10+ phone:

  1. Go to https://findmymobile.samsung.com
  2. Log in with the same Samsung account used on your locked device. It may take a few seconds for Find My Mobile to locate your device.
  3. Once your device has been located, click Unlock, and then click Unlock again. Enter your Samsung account password, and then click Next to finish.

Doing this will reset the Lock screen security.

Ok, then remote unlock has been disabled on the phone so you cannot unlock it remotely.

If you do not know the PIN then your only other option is to perform a factory reset.

Factory reset is not working because every time I tap on settings it goes back to asking for pin

To reset the phone, press and hold the Volume up and Bixby buttons. While continuing to hold Volume up and Bixby, press and hold the Power button until the device vibrates and the Samsung logo appears then release all buttons.

This will boot the phone to the Android Recovery screen.

From there you can select the factory reset option.
