The left ruler on Word has got stuck on zero top margin. I

The left ruler on Word has got stuck on zero top margin. I have tried reinstalling Word but to no avail. Old documents are ok - it's only new blank documents that are affected. I have also tried resetting the margins directly, but again the settings are ignored. How can I unstick it?

The registry for it was corrupt so we repaired it.
