Have you tried my steps above? If that does not work, please try the following steps:

  1. For now, on a Windows or Mac computer, go to the outlook.com website.
  2. There, sign in your @outlook.com email address with your outlook email password.
  3. Then there, click on the small gear / wheel icon near the top right, then click on option View all Outlook settings below.
  4. Click on option Rules there.
  5. Then there, click on the small Trash icon on the right of each item there, and confirm to delete it.
  6. Then click on the Junk email option and the Forwarding option there, and see if there is anything strange there.
  7. Then from now on, see if you are receiving new email messages in Inbox.

Do you mean when you click on the Rules option, it does not show any rule there? Please try the new steps below:

  1. For now, on a Windows or Mac computer, go to the outlook.com website.
  2. There, sign in your @outlook.com email address with your outlook email password.
  3. Then there, click on the small gear / wheel icon near the top right, then click on option View all Outlook settings below.
  4. Click on option Junk email there, and see if there is anything strange there.
  5. Then scroll down to bottom to the Filters section.
  6. Then make sure to uncheck the option "Only trust email from addresses in my Safe senders and domains list and Safe mailing lists." Then click on option Save at bottom.
  7. Click on the Forwarding option, and see if there is anything strange there.
  8. Then from now on, see if you are receiving new email messages in Inbox.
