If the father is on the birth cerficate does the father have the right to get a paternity test done behind the mothers back?

Hi It is possible to change a birth certificate if it is established that the named father is not in fact the natural father. So there is nothing to prevent someone form having a paternity test carried out if there is a doubt about it .

Yes if the father is currently named on the birth certificate and the child was registered after December 2003 then the father can indeed have a DNA test done without the need to apply to the court
If he was not already named on the birth certificate then he would not have the right to do this
