My step daughter is 16 soon and wants me to adopt her. Can I do this without her biological fathers permission or him finding out? He's previously threatened my wife (his ex) so we (including my step daughter) don't want him involved at all. He hasn't seen her since she was 18 months

You can certainly adopt your step daighter - but I am afraid that her father will have to be notified, involved and consulted.
However given her age if the biological father objects the fact that this is what the young lady wants is likely to convince the court that the Adoption should take place
The starting point is to contact the ocal Childrens Department of the Local Authority
