do i need my wifes consent to a divorce if we have been seperated for 13.5 years and how much will it cost me
Thank you for your question.
My name is Clare
I will do my best to help you but I need some further information first.
Are there any outstanding financial issues between you?
Customer: replied 4 years ago.

none and no children involved

In that case you can issue a divorce based on the fact that you have lived apart for more than five years
The process is described here
If you do it yourself there is no need for it to cost more than the Court fees of £455
The only basis that she could delay the divorce would be if she could show that she would be financially disadvantaged by it - in which case that would have to be dealt with first
I hope that this is of assistance - please ask if you need further details
