The legal definition of blackmail is (Section 21 of the Theft Act 1968), when one makes unwarranted demands with menaces in order to attain personal gain or project loss on another.
Well, blackmail is a crime, so you can report it to the police.
However, asking you to take care of your child is not blackmail.
Throwing out the tenants if it causes you financial loss might be blackmail.
