As this is a serious safe guarding and safety issue for your children, Firstly, you should stop contact.
I would then advise that you appoint a mediator, who will speak to both of you, and this will enable you to express your concerns and the reasons for stopping contact. He will have to explain what he is prepared to do to ensure the safety of the children while they are in his care.
If mediation is not successful, then he will have to apply to Court to gain access and all matters will be discussed.
If you google 'Mediators in my area' you will be able to find one. Alternatively, you can ask a local solicitor to write a letter on your behalf.
If you are not reassured by your Ex, you may also report your husband to Children's services if you think there is a risk of harm to the children
If the above fails then you can make an application to the court yourself for a Child Arrangements Order mentioning you have concerns with drug use in the application
