Hello, I hope I can assist you.
From the description you've given this would indicate a problem with the vacuum system on the engine, either a leak or the pump not working. The vacuum provides the servo to assist with braking, if the pedal is hard then there is no vacuum in the servo. Vacuum is also used for the EGR and turbo on certain engines in the Transit, again if there is no vacuum then the engine will lack power.
Check the vacuum pump operation, make sure it's generating a vacuum, also check the pipework from the vacuum pump to the servo and other vacuum operated components for any damage that can cause a leak.
I hope this helps but if you have more questions let me know and I'll reply as soon as I'm able to.
Best wishes,
