car locks and unlocks normally using key but boot will not open and keeps blowing fuse

if the boot will unlock with the key then I'd say teh lock solenoid must be seized or shorted out

I'd suggest to remove the trim from the tail gate so you can access the lock and remove the solenoid from the lock and test it off the car to see if it actuates

if it does then trace the lock wiring back , checking for wiring damage

a common spot for problems is where the wire travels over the hinge line and through a little rubber boot

if the solenoid doesn't actuate when tested off the car then repalce it
