He committed a crime in France 33 years ago. He left France immediately and headed to the UK. I assume there was a warrant for the arrest. However in 33 years he has heard nothing.

Does he still need to be concerned or is he now "Immune" due to some kind of statute of limitation?

The crime was for theft/fraud if that matters.

Also, Ideally he would like to get a extrait de casier judiciaire. Assuming he was never convicted will anything show up on the record?
Depending on the type of theft/fraud committed the statute of limitation is between 3 years and 10 years.

If he was never convicted, nothing will show on his extrait de casier judiciaire.
