do i need conduit for an electric cable running from under floorboards to a double socket just above skirting board before i plaster it over, very short distance?

The conduit is for protection

If you have an RCD protecting your board then no you do not need to as puncturing the cable with trip the RCD therefore makes it safe

BUT I would rather bounce a nail off conduit that have to dig the wall out to have to repair a cable
