Hi there. This is Dr. Melissa again. Yes, he should be fine out in the pasture with another horse. He will limit his activity to what is comfortable. And strengthening the limb might help some.

how do you suggest we do the best way of stregthening his limbs ??

Just light regular work. Maybe walking up and down some hills. Light walk/trot on a line. Don't do super tight circles. If you have shallow water he can walk thru, that might help as well. Like wading in a shallow lake.
