I have an albion aui180 system and the expansion vessel

I have an albion aui180 system and the expansion vessel fitted to the primary circuit is reading 0bar, when I operate the relief valve fitted below this expansion vessel I am getting very little flow.
Do I need to top up the heating system before I pressurised the expansion vessel?
I know the water level in the heating system is low as the towel rail on the top floor (town house) only warms the bottom half of the radiator
