This symptom is often caused by either an ELV (12 volt) earthing problem within the boiler casing, or a faulty PCB.

I suggest the best thing is to call a Gas Safe registered engineer to diagnose and fix it, unless you’re trained to work on gas boilers. Or, if the boiler is still under warranty, then book a Vaillant repair.
