If someome buys something in the uk or overseas via internet and the seller does not charge the UK VAT, is the buyer comiting some offence by buying from there?

Good morning, the buyer would not be committing an offence if the seller does not charge the UK VAT. In some items VAT is already included therefore the seller may not always say.
