1. At the outset, just because you are resident in Ireland, this does not give you the right to invite whoever you want into the country. Every person who comes into Ireland must have an appropriate EU passport or else, they must obtain a visa from the Irish Naturalisation & Immigration Service. Accordingly, whoever you invite to Ireland will have to apply for a visa. Go to the website of the Irish Naturalisation & Immigration Service at where you will find details of the basis on which visas are granted to enter the country. The person you invite will have to obtain themselves a visa on one of these bases in order to validly enter and remain in Ireland.
