A house left to a nephew with a small cash fund fund which did not cover €4k left to 2 beneficiaries'. Does the executor have to pay out?

Was the nephew left the house as a specific legacy?
Were the 2 beneficiaries left a legacy of £2,000 each and is there insufficient cash assets in the Estate to pay this £4,000 after any debts have been paid?

The will bequeaths €2K to the ISPCC and €2K to the Rev. Adm for Masses for herself and family members
I as the nephew and my wife were left the rest residue and remainder of her property.This consisted a house valued €100k and cash of €7770 .The cost of Funeral,.nursing home,legals etc came to €8783 with the €4k bequeaths still to be paid out.
Do I as the executor have to pay out the beneficiaries? And if so when ie within 1 year of her death or 1 year from grant of probate ? Many thanks
