My friend has bought a fourth floor flat. Part of the roof is flat and is leaking badly. Other smaller jobs are also needing done. A neighbour suggested another neighbour,who is a plumber. He would be the person to ask as he is very handy.
She approached the neighbour and he agreed to do the jobs for her. The room which is suffering most from the leak had a suspended ceiling. She wanted this taken down and disposed of. This he did and he was paid the £120 he asked for.
They went and bought tiles for the bathroom,she also had a look at a bath and he said that he could get one trade price. She gave him £300,the bath has never materialised.
Four weeks have passed and apart from the ceiling nothing has been done.
He said that he would like his part of the roof done too. He had a friend who was a roofer. He said that all the people in the block would have to pay their share. He would contact a lawyer to help with this.
The roofing job would not be done for a couple of months. She agreed that that sounded like a good idea but ideally would have liked the job done sooner because of the weather. She contacted another roofer who has quoted £1600 for her part of the roof. The other roofer has been in touch and she mentioned that she had contacted another roofer. He told her that she had no right to repair the roof without the permission of others.
There is nothing written down as far as this goes but is he correct about what he is saying?

My friend wants to know if the roofer is correct in saying that she has no right to repair the part of her roof without the permission of the others in the block.
