I was forced into a bus lane due to poor road closure signage of the council .

Their enforcement camera took a picture took a poor quality picture of the rear of the car and said as keeper I had to pay.

I indicated that as 3 people drove the car or had access to it could they provide more information, they said no I had to take the fine.

I indicated that I didnt feel that it was incumbent on me to admit my guilt Cool

Is this a police or council fine?

council Cool

Im afraid that it doesn't matter whether you were driving or not. If this is a Council fine the keeper of the vehicle is responsible not the driver. Police fines are different. They rely on a NIP and then you do have to say who was driving. Thats not the case with councils.
